Who is authorised to issue a Certificate of Verification?
A Certificate of Verification (COV) in New Zealand can legally be issued by a licensed electrician or an Electrical Inspector who is authorised to carry out and certify the relevant prescribed electrical work.
However, for higher-risk electrical work or when an independent assessment is important, it is generally considered best practice to use an Electrical Inspector. Electrical Inspectors are specifically trained and authorised to independently inspect and assess prescribed electrical work for compliance and safety, rather than inspecting work they may have personally completed.
This provides an additional level of oversight, quality assurance, and confidence that the installation complies with New Zealand electrical safety standards and regulations.
Types of verification?
The time it takes to complete an on-site electrical COV inspection can vary. Typically, up to two hours on-site is common for an average sized home.
Verification is classified as either Level 1 Section 3 Basic visual inspection, Level 2 Section 4 Visual inspection and limited testing,
Level 3 Section 5 Visual inspection and full testing.
