Who is authorised to issue a Certificate of Verification?
A Certificate of Verification (COV) in New Zealand can legally be issued by a licensed electrician or an Electrical Inspector who is authorised to carry out and certify the relevant prescribed electrical work.
However, for higher-risk electrical work or when an independent assessment is important, it is generally considered best practice to use an Electrical Inspector. Electrical Inspectors are specifically trained and authorised to independently inspect and assess prescribed electrical work for compliance and safety, rather than inspecting work they may have personally completed.
This provides an additional level of oversight, quality assurance, and confidence that the installation complies with New Zealand electrical safety standards and regulations.
Types of verification?
The time it takes to complete an on-site electrical COV inspection can vary. Typically, up to two hours on-site is common for an average sized home.
Verification is classified as either Level 1 Section 3 Basic visual inspection, Level 2 Section 4 Visual inspection and limited testing,
Level 3 Section 5 Visual inspection and full testing.

When is a Certificate of Verification (COV) required for power reconnection?
A Certificate of Verification (COV) is commonly required when a property has been disconnected from the electricity network for more than 6 months.
Before the power can be reconnected, electricity retailers such as Mercury Energy, Genesis Energy, and all other energy providers may require a valid electrical COV to confirm the installation is safe for reconnection.
The inspection helps ensure the electrical installation complies with current safety standards and that there are no visible electrical hazards before power is restored.
Why We Ask Customers to Confirm No Electrical Work Has Been Carried Out Since Installation was Disconnected From power?
Before Sparky G Limited signs off COV to reconnects or restores power to an electrical installation, property, shop, apartment, or part installation, we may ask the owner, tenant, landlord, or responsible person to provide written confirmation that no prescribed electrical work (PEW) has been carried out since the supply was disconnected or isolated.
This confirmation is important for electrical safety and legal compliance under the New Zealand Electricity (Safety) Regulations.
Under Regulation 74 of the Electricity (Safety) Regulations, an Electrical Inspector reconnecting or restoring supply to an installation is entitled, when acting in good faith, to rely on written confirmation from the owner or responsible person that no general-risk or high-risk prescribed electrical work has been undertaken since the installation was disconnected or isolated.
This helps ensure:
The installation remains in a safe condition before reconnection
No untested or uncertified electrical work has been completed while the power was disconnected
Compliance with New Zealand electrical safety regulations
Protection of occupants, property, and electrical equipment from potential electrical hazards
If any general-risk or high-risk prescribed electrical work has been carried out during the disconnection period, additional inspection, testing, certification, or documentation may be legally required before supply can be restored.
